Granting of a legal status to Transdniestria must not depend on Russian military withdrawal |

Transdniestria conflict settlement is a top priority for Belgium, the country that holds the OSCE presidency. Belgian Foreign Minister, Karel de Gucht, OSCE acting chairman, announced Belgium’s objectives during its tenure on Wednesday. Special attention will be paid to frozen conflicts, like those in Transdniestria, Nagorno-Karabakh, South Ossetia and Kosovo. The list of priorities also includes reforms within OSCE, the fight against organized crime and the promotion of the state of law in the OSCE member countries. Although skeptical and quite prudent as regards the settlement of the Transdniestrian conflict Mr de Gucht committed himself to pay special attention to this issue, according to BBC. “For the time being it is not clear whether we can make progress in the conflict settlement process. It is not within our competencies to judge the position of the sides involved and find a solution. Our role is to involve Transdniestria and Moldova into a political debate. As OSCE president we must see how we can help in finding a solution to the conflict,” the official said. In his opinion, a solution, even partial, would be more important for the settlement of the conflict than the discussions over Russia’s fulfillment of the commitments assumed in Istanbul. A partial solution would be to separate the political issues from the military ones, which are easier solved, the Minister told. “Moldova seeks that any solution should guarantee a unified state. This makes things more complicated. That is why I think we can find a key to Russia’s presence in the region that would not be necessarily connected with the settlement of political issues,” Mr de Gucht said. Belgium’s Foreign Minister has already held talks with his Russian counterpart Serghei Lavrov, with Romanian and Ukrainian officials. At the beginning of March Karel de Gucht could pay a visit to Moldova. The official Chisinau insists on starting the settlement of the Transdniestrian conflict with the complete pullout of Russian military from the left bank of the Dniester and with the setting up of an international peacekeeping force. Only when these requirements are met, Chisinau will give Transdniestria a legal status. - Reporter.MD
