Russia to Pull Out Peacekeepers from Transdniestria |

Russian and Ukrainian Presidents said yesterday that the Russian peacekeeping operation in Transdniestria may end up with an operation under the auspices of the OSCE, which means that European peacekeepers may replace Russians. The second round of the Transdniestria peace settlement negotiations opened in Chisinau yesterday. Talks between Moldova and Transdniestria are also observed by representatives from Russia, Ukraine, the OSCE, the United States and the EU. Vladimir Putin and Viktor Yushchenko, the presidents of Russia and Ukraine and guarantors of the security in the region, came up with some new proposals in a joint statement issued yesterday. It is for the first time that Russia expressed its willingness to cooperate with Ukraine on the Transdniestria issue. “The settlement of the Transdniestrian conflict must be carried out by the definition and the securing of a special legal status of Transdniestria on the basis of the sovereignty and the territorial integrity of the Republic of Moldova,” the statement runs. Leaders of the two countries urged to create proper conditions for democratic elections in Transdniestria. Surprisingly enough, Russia agreed to replace its peacekeeper with the OSCE forces. “Given the stable role of the current peacemaking operation in the region, Russia and Ukraine view it expedient to transform it into an operation under the aegis of the OSCE,” says the press release. The OSCE International Assessment Commission will be soon set up to draft up a plan following this proposal. Now that Moscow made a first trade-off in the Transdniestria settlement, the negotiations may finally break a deadlock. by www.kommersant.com
