Russia and Moldova'sbreakaway Transdniestria region accepted on Thursday a Moldovan disarmament proposals, which the Russian envoy described as ?a major step forward? in conflict settlement. At a meeting of the Joint Control Commission in charge of the settlement Moldova proposed to promote arms surrender by the population in the conflict area. The Russian delegation introduced additions to that and another Moldovan initiative concerning the reduction of Moldovan, Russian and Transdniestrian peacekeepers in the security zone, according to the press center of the commission. ?It is a major step forward?, said Russian co-chair Viktor Shanin. Transdniestria co-chair Alexander Porozhan said ?Moldovan proposals contain positive elements?. However, he stressed the commission can only monitor arms surrender and elimination. ?In other aspects the problem has to be dealt with by law enforcers, whose leaders have to sit down at the negotiating table,? he said. Moldovan co-chair Ivan Solonenko proposed to cut the Moldovan force in the security zone and promote arms surrender by the population. ?We plan to replace the first and the third infantry battalions of our peacekeeping force in the settlements of Cociery and Cosniza by companies,? he said, adding Moldova expects similar reductions from Russia and the Transdniestria region. Solonenko also requested the OSCE mission in Moldova to organize a financial fund to remunerate voluntary arms surrender. Russian, Moldovan and Transdniestrian peacekeepers were deployed in the conflict zone in 1992 thus putting an end to a bloodshed that took a toll of over a thousand lives. Since then there has been no violence outbreaks in the area and not a single victim. After numerous reductions the peacekeeping force comprises a 385-men strong Russian motorized infantry battalion, two Moldovan 403-men strong infantry battalions and a company, and three 411-men strong Transdniestrian infantry battalions. www.itar-tass.com
